The Body likewise approved on Third and Final Reading, Ordinance Nos. 0121-22 to 0123-22, all Series of 2022, the Memoranda of Agreements (MOAs) relative to the Loan Facility of the City Employees of Davao Cooperative, CSSDO Employees Multipurpose Cooperative and the Government Employees of Davao City Multipurpose Cooperative with the City Government of Davao.

Also, Resolution No. 0740-22, Series of 2022, was approved under Suspended Rules, requesting the City Transport and Traffic Management Office (CTTMO) to increase the dispatching of their traffic personnel this Christmas Season for mobility and visibility purposes to man the traffic considering the rush and influx of vehicles towards business and tourist destination in the City, considering that the health protocols now are more loosen up. Finally, Resolution No. 0741-22, Series of 2022, was approved by the Body, favorably endorsing the utilization of the Energy Regulation (ER) 1-94 Funds for Calendar Year 2020-2021 from the Department of Energy (DOE) for the City of Davao, in response to the COVID-19 public health emergency.

The Body likewise approved on Second Reading, Resolution No. 0689-22, Series of 2022, and its corresponding Ordinance granting legislative authority to the City Mayor to sign, for and in behalf of the City of Davao, the Memorandum of Agreement (MOA) to be entered into by and between the City of Davao and SES Davao Diagnostics, Inc., as the sole service provider of the Newborn Hearing Screening Test.
Resolution No. 0693-22, Series of 2022, and its corresponding Ordinance was approved on Second Reading, relative to the Memorandum of Understanding (MOU) to be entered into by and between the City of Davao, and Department of Public Works and Highways (DPWH) for the Creation of a Resettlement Implementation Committee, relative to the Samal Island-Davao City Connector Project.
Moreover, Resolution No. 0694-22 and its Ordinance was approved on Second Reading, entitled, “An Ordinance further amending Ordinance No. 5003, Series of 1997, otherwise known as the “Cockfighting Code of Davao City”, as amended by Ordinance No. 0632-21, Series of 2021”. Subsequently, the Body approved the corollary Resolution No. 0695-22 and its Ordinance, urging the City Engineer’s Office, the Office of the City Building Official, and the Bureau of Fire Protection to inspect the Cockpit Arenas in Davao, prior to the issuance of Special Permit.

The Body likewise approved on Second Reading Resolution No. 0616-22, Series of 2022, Approving/Adopting the Amendments to the Davao City Risk Reduction and Management Fund Investment Plan (DCRRMFIP) for Calendar Year 2022 as the Fourth Addendum to the Local Development Investment Program (LDIP) 2022-2024 and Resolution No. 0617-22, Series of 2022, Approving/Adopting the Amendments to the Davao City Risk Reduction and Management Fund Investment Plan (DCRRMFIP) for Calendar Year 2022 as the Fourth Addendum to the Annual Investment Program (AIP) 2022.
Resolution No. 0618-22, Series of 2022, together with its Ordinance on Second Reading was adopted by the Body, entitled “Enacting an Ordinance Approving and Adopting the amended Davao City Risk Reduction and Management Fund Investment Plan (DCRRMFIP) for Calendar Year 2022 in the total amount of Seven Hundred Thirty-Eight Million Three Hundred Three Thousand Four Hundred Four Pesos and 64/100 (P738,303,404.64)”.
Further, Resolution No. 0625-22 and its Ordinance were duly approved on Second Reading, authorizing the City Mayor to enter into and sign, for and in behalf of the City of Davao, the Memorandum of Agreement to be entered into by and among the Department of Agrarian Reform (DAR), the Bridges Management Cluster-Unified Project Management Office (BMC-UPMO) of the Department of Public Works and Highways (DPWH) and the City of Davao, relative to the construction of Riverside Bridge under the Tulay ng Pangulo Para sa Kaunlarang Pang-agraryo (TPKP), situated in Barangay Riverside, Calinan District, and Barangay Sirawan, Toril District, this City”.
Further, Resolution No. 0630-22 and its Ordinance on Second Reading were also approved by the Body, creating the City Disability Affairs Council (DCDAC), determining their duties, powers, and functions.
As part of the Smart Cities Initiative in the evolution of payment, the Body adopted on Second Reading Resolution No. 0631-22 and its corresponding Ordinance, entitled “Enacting an Ordinance providing all Business Establishments and Local Transportation in Davao City a QR PH Digital Payments in line with the Paleng-QR PH Program, and Providing Incentives Thereof, which they may adopt or avail.
Moreover, Resolution No. 0632-22 and its Ordinance were adopted on Second Reading, Institutionalizing a Reward System for Athletes and Coaches who bring prestige and honor to the City of Davao for their Outstanding Performance in Regional, National and International Youth and Sports Competitions and Tournaments, appropriating funds in relation thereto and for other purposes, as amended.

Furthermore, the Body likewise approved Resolutions Nos. 0573-22 to 0580-22 under Suspended Rules, “Congratulating and Commending Davao Artists and Cultural Groups Honored with the Gador Award, particularly: Nestor Horfilla, Agnes Locsin, Joey Ayala, Karl Gaspar, Popong Landero, Kublai Millan, Kathara Dance Theater Collective and Kaliwat Theater Collective, and Naming Them Davao City’s Ambassador for Culture and the Arts”.
Resolution No. 0581-22, Series of 2022, was adopted by the Body, “Thanking and Commending Davao Bay Eagles for its Donation of Seventy (70) Laptop Computers for the Division of City Schools”.
Moreover, Resolution No. 0582-22 and its Ordinance No. 053-22 were duly approved under Suspended Rules, authorizing the City Mayor to sign, for and in behalf of the City Government of Davao, the Memorandum of Agreement by and among the City Government of Davao, the Philippine Statistics Authority (PSA) and the National Commission on Indigenous Peoples (NCIP) for the Implementation of the Pilot Project entitled, “Indigenous Peoples Civil Registration System in Davao City”.
Resolution No. 0583-22 and its Ordinance No. 054-22, were also approved, authorizing the City Mayor to accept and sign, the Deed of Donation to be executed by the City of Davao in favor of Southern Philippines Medical Center (SPMC) relative to the donation of twenty-one (21) assorted medical apparatus and supplies.
In view of the City’s efforts to help those who have been affected by recent calamities such as Typhoon Paeng, Tropical Depression Maymay and Typhoon Neneng, Resolution Nos.0585-22 to 0612-22 and its corresponding Ordinance Nos. 055-22 to 082-22 were passed under Suspended Rules Granting Legislative Authority to the City Mayor to utilize a portion of the 30% Quick Response Fund (QRF) out of the 5% Disaster Risk Reduction and Management Fund (Calamity Fund) of the City Government of Davao for Calendar Year 2022 in the total amount of Fourteen Million Three Hundred Thousand (P14,300, 000.00) Pesos to identified Local Government Units declared under State of Calamity due to earthquake and typhoons, viz:
Finally, Resolution No. 0613-22 and Ordinance No. 083-22 were approved, granting legislative authority to the City Mayor to utilize a portion of the Thirty Percent (30%) Quick Response Fund (QRF) out of the Five Percent (5%) Disaster Risk Reduction Management Fund (Calamity Fund) of the City Government of Davao for Calendar Year 2022 in the amount of Thirty-Nine Million (P39,000,000.00) Pesos for the following account expenses namely: Welfare Goods for Thirty Million (P30,000,000.00) Pesos, Fuel Oil & Lubricants for Five Million (P5,000,000.00) Pesos; Other MOOE amounting to Two Million (P2,000,000.00) and Travelling Expenses in the amount of Two Million (P2,000,0000.00) Pesos.
