With Councilor Alberto T. Ungab, as the Temporary Presiding Officer during its 45^th Regular Session held on December 1, 2023, the 20^th City Council passed and approved the following legislation, to wit:

Resolution No. 01821-23, Series of 2023, and its Ordinance on Second Reading Enacting an Ordinance granting Legislative Authority to the General Fund Annual Budget and Plantilla of the City Government of Davao for Calendar Year 2024, Comprising the Budget under the General Fund Proper,

the Economic Enterprises for the Operation of Markets, Slaughterhouses, Sta. Ana Port, Cemeteries, Davao City Recreation Center (DCRC), and Magsaysay Park, and the Annual

Development Fund in the Total Amount of Twelve Billion Six Hundred Seventy-Nine Million Nine Hundred Eighteen Thousand Five Hundred Fifty-Three Pesos
(P12,679,918,553.00) 

The 20^th City Council held its 43^rd Regular Session on November 21, 2023, and approved two salient Ordinances, viz: Ordinance No. 0331-23, Series of 2023, entitled “An Ordinance amending Ordinance No. 0407-12, Series of 2012, entitled “An Ordinance requiring all Establishments, whether Commercial, Industrial, or Financial Institutions, with Capitalization of not less than Three Million Pesos (P3,000,000.00), including, but not limited to, Banks, Pawnshops, Restaurants, Shopping Malls, Hotels and Inns, Educational Institutions, Hospitals, and Medical Institutions, Gaming Cockpits (Sabungans), Private Transport Terminals on Land, Air and Sea Operating within the City of Davao, to Install, Operate, and Maintain Closed Circuit Television (CCTV) Cameras in Public/Common Areas; and Ordinance No. 0332-23, Series of 2023, entitled “An Ordinance Creating the Davao City Office for Culture and the Arts as a Division under the City Mayor’s Office, Appropriating Funds Thereof, and for Other Purposes.

In view of the vacancies for the positions on chairmanship of the Committee on Youth and Sports Development; and membership for the Committee on Future Generation, the Body adopted Resolution No. 01771-23, Series of 2023, Nominating Councilor Kristine May John Abdul Mercado as Chairperson of the Committee on Youth and Sports Development; and Member of the Committee on Future Generation under Suspended Rules.

Further, the Body approved Resolution No. 01772-23, Series of 2023, and its corresponding Ordinance on Second Reading, entitled “Enacting an Ordinance granting legislative authority to the City Mayor to sign, for and in behalf of the City of Davao, the Memorandum of Agreement (MOA) to be entered into by and between the City of Davao and the Department of Social Welfare and Development (DSWD) for the 13^th Cycle Implementation of the Supplementary Feeding Program.

Finally, Resolution No. 01814-23, Series of 2023, was approved under Suspended Rules, entitled “Acknowledging the State’s Active Role in Preventing and Fighting Violence Against Women.

            The amendment to Ordinance No. 0407-12, Series of 2012, or the CCTV Ordinance of Davao City was adopted on Second Reading by the 20^th City Council during the 42^nd Regular Session held on November 14, 2023.

            The Body likewise passed and approved Resolution No. 01755-23, Series of 2023, and its corresponding Ordinance on Second Reading, creating the Davao City Office for Culture and the Arts as a Division under the City Mayor’s Office, appropriating funds therefor, and for other purposes.

            Resolution No. 01754-23, Series of 2023, and its corresponding Ordinance No. 0327-23, Enacting an Ordinance approving the request of Ms. Joanna Mae R. Macaranas, Officer-in-Charge, Davao Public Transport Modernization Project Office, Department of Transportation (DOTr) for the waiver or abatement of interests, surcharges and penalties assessed as part of transfer tax payments in relation to the execution of four (4) Deeds of Absolute Sale of Properties affected by the Davao Public Transportation Modernization Project (DPTMP) were approved under Suspended Rules.

Finally, Resolution No. 01769-23 and its Ordinance No. 0329-23, both Series of 2023, were likewise approved under Suspended Rules, entitled “An Ordinance authorizing the City Mayor to enter into and sign, for and in behalf of the City of Davao, the Deed of Donation and the Certificate of Acceptance by and between The Food Terminal Incorporated (FTI) And The City of Davao relative to the Donation of Four (4) Units of Refrigerated Container Vans (RCVs) from the former to the Latter for the operation of The Davao Food Terminal Complex (DFTC)”.

Resolution No. 01734-23 and Ordinance No. 0326-23, both Series of 2023

• An Ordinance authorizing the City Mayor to enter into and sign, for and in behalf of the City of Davao, the Memorandum of Understanding (MOU) by and between the City of Davao and Interfacing Development Interventions for Sustainability (IDIS), Inc., relative to the renewal of the financial assistance from the former to the latter with Project Code Number 9997-34, for Calendar Year 2023

Resolution No. 01752-23, Series of 2023

• Supporting the City Assessor’s Office on their mandate to conduct tax mapping to all commercial and residential buildings, including agricultural industries and eco-agri farms in the territorial jurisdiction of Marilog District, this City, including those erected in the ancestral land for the purpose of property re-evaluation and issuances of tax declarations solely on the structure alone and not on the land

With Councilor Alberto T. Ungab as the Temporary Presiding Officer of the 40^th Regular Session, the 20^th City Council passed and approved on Third and Final Reading, Ordinance 0320-23, Series of 2023, entitled “An Ordinance Providing for Earthquake Disaster Prevention and Response and Institutionalizing the Davao City Earthquake Response Task Force, Defining Its Duties, Functions, and other Purposes”.

Further, the Body adopted Resolution No. 01708-23, Series of 2023, A Resolution commending and congratulating the Rotary Club of Davao on their 85th Anniversary.

Finally, Resolution No. 01720-23, Series of 2023, thanking the Department of Trade and Industry (DTI) for awarding Davao City as winner of a Three Million grant for its creative industry project entitled “Creative Spaces in Public Places: Utilizing recreational parks and facilities as Grassroots-centered hubs for the Arts, Technology, and Innovation”, thereby championing the Creativity and Innovation in the country’s Local Communities and Regions.

The following Ordinances were duly approved by the 20^th City Council during its 39^th Regular Session, viz:

            Moreover, the Body likewise approved on Second Reading, Resolution No. 01688-23, Series of 2023, and its corresponding Ordinance, entitled “Enacting an Ordinance providing for Earthquake Disaster Prevention and Response and Institutionalizing the Davao City Earthquake Response Task Force, Defining its Duties, Functions and Other Purposes”.

            Resolution Nos. 01692-23 to 01705-23, all Series of 2023, were approved by the Body declaring the Annual Budgets for CY 2023 and Supplemental Budgets No. 1 and 2 for CY 2023 of several barangays in the City.

Finally, Resolution No. 01707-23, Series of 2023, was approved under Suspended Rules, adopting the Culture Sensitivity, Information, Education and Communication (IEC) Developmental Translation Materials to the Indigenous Peoples Leaders of Davao City.
