During the 15th Regular Session held on October 18, 2022, the 20th City Council passed and approved on Third and Final Reading, Ordinance No. 043-22, Series of 2022, entitled “An Ordinance Creating the Persons with Disabilities Affairs Center (PDAC) – The Persons with Disabilities Affairs Office (PDAO) of Davao City, as a Division under the City Social Welfare and Development Office (CSWDO), Determining their Duties, Powers, and Functions”.
Resolution No. 0404-22, Series of 2022, meanwhile, was approved on Second Reading, entitled “Enacting an Ordinance authorizing the City Mayor to accept and sign, for and in behalf of the City of Davao, the Deed of Donation to be executed by Barangay Tambobong, Baguio District, in favor of the City of Davao, involving a parcel of land covered by TCT No. 146-2020017752 containing an area of 10,000 square meters, more or less, with a stipulation that said parcel of land shall be used for the housing development of the City’s Indigenous People”.
Likewise, the Body approved Resolution No. 0405-22, Series of 2022, and its corresponding Ordinance on Second Reading, authorizing the City Mayor to sign, for and in behalf of the City of Davao, the Tripartite Memorandum of Agreement (MOA) to be entered into by and among Endonela Institute of Technology Foundation, Inc. (EITFI), Bankerohan Livestock Multipurpose Cooperative (BLMC), and the City of Davao, relative to the conduct of a butcher training.

In view of the present economic situation in the country, and even in Davao City, the 20th City Council approved Resolution No. 0365-22, Series of 2022, “Requesting the City Mayor to reactivate the Price Monitoring Council (PMC), which was the product of an Executive Order signed by former City Mayor Sara Z. Duterte, through the sponsorship of Councilor Pilar C. Braga.
Moreover, Resolution No. 0366-22, Series of 2022, was approved on Second Reading, entitled “Enacting an Ordinance Institutionalizing the Enhanced Safety and Security Measures and Regulations in Specified Areas and During Big Events in Davao City”.
Pursuant to Republic Act No. 7277, otherwise known as the “Magna Carta for Disabled Persons” and Republic Act No. 10070, amending RA 7277, Resolution No. 0367-22, Series of 2022 and its corresponding Ordinance, were approved under Second Reading, entitled “An Ordinance Creating the Persons with Disabilities Affairs Center (PDAC) – The Persons with Disabilities Affairs Office (PDAO) of Davao City, as a Division under the City Social Welfare and Development Office (CSWDO), Determining their Duties, Powers, and Functions”.
Likewise, Resolution No. 0399-22, Series of 2022, was approved, entitled “Adopting the Month of October of every year as “Indigenous Peoples Month of Davao City”, pursuant to Proclamation No. 1906, Series of 2009, commemorating the recognition and protection of the rights of the Indigenous People thereby institutionalizing basic social services and support activities within the indigenous cultural communities during the month of October every year”.
The 20th City Council approved on Third and Final Reading Ordinance No. 028-22, Series of 2022, entitled “An Ordinance authorizing the City Mayor to enter into and sign, for and in behalf of the City of Davao, the Deed of Usufruct (DOU) to be executed between the City of Davao and the Bureau of Fire Protection-Regional Office XI, Davao City Fire District Office, represented by its Regional Director, SSUPT. Richard V. Arbutante, relative to the use of a portion of the property covered by TCT No. T-29751, for Baguio Fire Station, Baguio District, Davao City”.
The Body likewise approved under Suspended Rules, Resolution Nos. 0295-22 to 0307-22 and Ordinance Nos. 029-22 to 041-22, all Series of 2022, authorizing the City Mayor to utilize a portion of the thirty percent (30%) Quick Response Fund (QRF) out of the five percent (5%) Disaster Risk Reduction Management Fund (Calamity Fund) of the City Government of Davao for Calendar Year 2022 for Financial Assistance to the following LGUs which were declared under a State of Calamity due to a Magnitude 7.0 Earthquake and Super Typhoon “Karding”, to wit:
As a consequence to the privilege speech of Councilor Bonz Andre A. Militar, Resolution No. 0362-22, Series of 2022, was approved urging the internet service providers to coordinate with the PNP Cybercrime Unit, the Department of Information and Communications Technology, and other related agencies to monitor and block phishing sites.
Resolution No. 0363-22, Series of 2022, entitled “Congratulating and commending the winners of the 1st Luntiang Pluma 2022 Award” and Resolution No. 0364-22, Series of 2022, entitled “Commending the Safety and Security Units for the successful simulation exercise (SIMEX), headed by Task Force Davao (TFD), held on September 27, 2022 were also adopted by the Body.
During the 12th Regular Session held on September 27, 2022, the 20th City Council approved on Third and Final Reading, Ordinance No. 026-22, Series of 2022, entitled “An Ordinance Partially Approving the Request of Johndorf Ventures Corporation for the Rezoning of Parcels of Land from Residential-2 (Medium Density Residential) to Residential-3 (High Density Residential), Located in Barangay Mulig, Toril District, Davao City, Particularly the 18,268.41 Square meters, More or Less, of TCT No. 146-2020022644 and the 18,360.98 Square Meters, More or Less, of TCT No. 2020022645, Subject to the Compliance of the Applicant of the Required Concrete Barriers as a Mitigating Measure to Protect the Property from Flooding”.
Moreover, the Body approved on Second Reading Resolution No. 0279-22, Series of 2022, entitled “Interposing No Objection from the City Council for the projects included in the Final List of FY 2023 Budget Proposal/Annual Investment Program (AIP) by the Department of Public Works and Highways, RO-XI”.
Resolution No. 0281-22 and its corresponding Ordinance, was likewise approved on Second Reading, relative to the Deed of Usufruct to be executed by and among the City of Davao, and the Bureau of Fire Protection-Regional Office XI and Davao City Fire District Office, represented by its Regional Director, SSUPT Richard V. Arbutante, relative to the use of a portion of the property covered by TCT No. T-29751, for Baguio Fire Station, Baguio District, Davao City.
On the verified petition to declare lots 433, 457 and 458 as Military Reservation under Proclamation No. 503 as Open for Disposition to Qualified Beneficiaries of Active and Retired AFP Landless Association, Inc. (ARAFPLAI), Resolution No. 0287-22, Series of 2022 was approved by the Body adopting Resolution No. 11370, Series of 1996, by the 11th Council of the City of Davao.
Lastly, Resolution No. 0288-22, requesting the City Health Office (CHO) to facilitate a Feasibility Study on the proposed Paquibato District Tertiary Hospital at Barangay Malabog, Paquibato District, Davao City, Resolution No. 0289-22, re: permitting City-owned Clinical Laboratories in Davao City to provide Clinical Laboratory Services, subject to all Laws and Existing Rules and Regulations and Resolution No. 0243-22, authorizing the City Mayor to sign, for and in behalf of the City Government of Davao, the Memorandum of Understanding to be executed by and between the City Government of Davao and the Department of Social Welfare and Development (DSWD), relative to the implementation of the Cycle 12 of the Supplementary Feeding Program for the Children enrolled in Day Care Centers and Home-Based Program for School Year 2022-2023, were all adopted under Suspended Rules.

Relative to the approval of Item No. 78, a corollary resolution was approved as Resolution No. 0260-22, Series of 2022, reminding the City Housing and Land Use Regulatory Unit (CHLURU) to endorse to the City Council all the pending applications for Development Permit regardless of their recommendation, so that the City Council will have an opportunity to decide at it is the Body that has jurisdiction to decide on whether to approve or not said applications.

Thereafter, the Body likewise approved Resolution No. 0222-22, Series of 2022, and its corresponding Ordinance on Second Reading, amending Section 13 of Ordinance No. 0742-21, entitled “An Ordinance Creating the Public Safety and Security Office in the City of Davao, Defining its Duties and Functions, and Appropriating Funds for the Purpose” and Resolution No. 0223-22, Series of 2022, and its corresponding Ordinance on Second Reading, amending Section 11 of Ordinance No. 0670-21, entitled “An Ordinance Creating the Agricultural and Biosystems Engineering Division of the City Agriculturist Office, and the Corresponding Positions under Such Division, Determining their Powers, Duties and Functions”, respectively.
Resolution No. 0224-22 and its corresponding Ordinance No. 017-22, both Series of 2022, was adopted under Suspended Rules, granting legislative authority to the City Mayor to enter into and sign, for and in behalf of the City of Davao, the Memorandum of Understanding (MOU) to be entered into by and between the City of Davao and Kabang Kalikasan ng Pilipinas Foundation, Inc (KKPFI), also known as the WorldWide Fund for Nature-Philippines (WWF-Philippines) relative to the Plastic Smart Cities Project (PSC).
Further, Resolution No. 0225-22, Series of 2022 was approved by the Body, Commending all Security and Safety Units deployed for their exemplary service during the 37th Kadayawan Festival.
Resolution No. 0226-22, Series of 2022 on the other hand, commended the Philippine Team and the players from Davao City for their exemplary performance in the Thailand Open 2022 Karatedo Competition, held on August 19-23, 2022 at Rajabhat University, Phuket, Thailand.
Resolution Nos. 0227-22 to 0240-22 declared the Annual Budgets for Calendar Year 2022 and Supplemental Budgets No. 1 and 2 of several barangays in the City.
Finally, the following Resolutions were also approved under Suspended Rules, to wit:
Ordinance No. 011-22, Series of 2022, was duly approved on Third and Final Reading, authorizing the City Mayor to sign, for and in behalf of City of Davao, the Loan Agreement to be entered into by and between the City of Davao and Davao City Homesite and Housing Multipurpose Cooperative relative to their financial assistance in the amount of Three Hundred Thousand Pesos (Php 300,000.00) under the Enhanced Livelihood and Enterprise Assistance Program (ELEAP) of CSSP-Cooperative Financial Assistance Program (CFAP) of the City.
The Body likewise approved Resolution Nos. 0197-22 and 0198-22, and their corresponding Ordinances on Second Reading, authorizing the City Mayor to enter into and sign, for and in behalf of the City of Davao, the Memorandum of Agreement (MOA) and Deed of Donation by and between the Department of Environment and Natural Resources-Environmental Management Bureau Region XI (DENR-EMB) relative to the operation of Solid Waste Management Equipment which include one (1) Biodegradable Waste Shredder, one (1) Rotary Drum Composter and one (1) Solar Powered 4G Camera Kit.
Resolution Nos. 0199-22 and 0200-22 and their corresponding Ordinance, on Second Reading were also approved, authorizing the City Mayor to enter into and sign, for and in behalf of the City of Davao, the Memorandum of Agreement (MOA) and Deed of Donation by and between the Department of Environment and Natural Resources-Environmental Management Bureau Region XI (DENR-EMB) relative to the operation of Solid Waste Management Equipment consisting of Biodegradable Waste Shredder and Composter.
Upon sponsorship of Councilor Al Ryan S. Alejandre, Resolution No. 0201-22, Series of 2022, was approved on Second Reading endorsing or forwarding the request of the Fraternal Order of Eagles to be allowed to install a welcome marker inside the compound of the Davao International Airport to the Davao International Airport Authority (DIAA), subject to the appropriate recommendation or Resolution by the Davao City Parks Board.
During the suspension of the Rules, Resolution No. 0202-22, Series of 2022, was adopted, requesting His Excellency, President Ferdinand “Bong-bong” R. Marcos Jr., to provide for a Three Billion, Four Hundred Eighty-Six Million Pesos (P3.486B) Philippine National Government counterpart fund for the Construction of Waste-to-Energy Facilities in Davao City.
Likewise, Resolution No. 0203-22 and its corresponding Ordinance No. 012-22, both Series of 2022, was approved, entitled “An Ordinance authorizing the City Mayor to enter into and sign, for and in behalf of the City of Davao, the Memorandum of Understanding (MOU) between the City of Davao and Philippine Reclamation Authority (PRA) relative to the reclaimed areas along the Davao City Coastal Road Project.
Moreover, Resolution Nos. 0204-22 and 0205-22, all Series of 2022, were duly approved, “Commending the Kadayawan Executive Committee, Sub-committees, and Event Organizers and Sponsors for the successful celebration of the 37th Kadayawan sa Davao” and “Thanking the Davao City Police Office for having kept Davao City safe and secure during the celebration of the Kadayawan 2022”, respectively.
Finally, Resolution Nos. 0206-22 to 0219-22, all Series of 2022, were adopted by the Body declaring the Annual Budgets and Supplemental Budgets for Calendar Year 2022 of the following Barangays, to wit:
During the 7th Regular Session of the 20th City Council held on August 16, 2022, the following legislative measures were duly approved, viz:
