            During its 20th Regular Session held on May 23, 2023, the 20th City Council adopted on Third and Final Reading Ordinance No. 0221-23, Series of 2023, entitled “An Ordinance granting legislative authority to the City Mayor to enter into and sign, for and in behalf of the City of Davao, a Memorandum of Understanding (MOU) by and between the City of Davao and the Department of Social Welfare and Development-Reception and Study Center for Children (DSWD-RSCC), regarding the enrollment of children in the Early Childhood Care and Development (ECCD) Program of the City’s Day Care Center.

            The Body likewise approved Resolution No. 01195-23, Series of 2023, and its Ordinance on Second Reading for the grant of legislative authority to the City Mayor to enter into and sign, the Memorandum of Agreement (MOA) by and between the City of Davao and the Property Interactive Marketing Enterprise Reality Corporation (PRIME PHILIPPINES), relative to the assistance in Marketing and Promotion of Davao City as Prime Destination for Real Estate Investments.

            Further, Resolution No. 01198-23 and its corresponding Ordinance No. 0222-23, both Series of 2023, was approved under Suspended Rules, entitled “Enacting an Ordinance authorizing the City Mayor to enter into and sign, for and in behalf of the City of Davao the Deed of Donation by and between the City Government of Davao and 3 Amigo International Development Corporation relative to the donation of one (1) Permanent Magnet frequency conversion large ceiling fan to the City.

            In view of the Body’s invitation, LtCol Alfredo D. Baloran, Chief Operations Officer, City Disaster Risk Reduction and Management Office (DRRMO), appeared before the City Council to provide updates on the plans of the City on how to mitigate the El Niño phenomenon. Their office is set to gather response clusters in the City to conduct pre-disaster assessment in preparation for the said phenomenon. Mr. Baloran stated that the clusters will be questioned about their response plans to ensure that the city’s food security is addressed even with the impending dry spell.

            The pre-disaster risk assessment also aims to prepare the city for the long dry spell, as there is a possibility that localized thunderstorms will not continue during the peak of the El Niño phenomenon, which is expected to begin in June 2023 and end by the first months of 2024.
