During the 6^th Regular Session held on August 9, 2022, the 20^th City Council passed and approved on Third and Final Reading Ordinance No. 005-22, Series of 2022, entitled “An Ordinance Granting Legislative Authority to Supplemental Budget No. 3 of the City Government of Davao for Calendar Year 2022, Consisting of the General Fund, the Development Fund, and the Economic Enterprise, in the Total Amount of Six Hundred Twenty Million, Eight Hundred Forty-Three Thousand, Sixty-Three Pesos and 04/100 (Php 620,843,063.04).

Upon the Sponsorship of Councilor Conrado C. Baluran, the following Resolutions were adopted on Second Reading, to wit:

To promote and enhance peace, order and public safety, Resolution No. 0160-22, Series of 2022, entitled “Urging Establishments to Inspect Those Persons Wearing Weighted Vests, Hydration Vests, and Jackets Before Entering Their Premises as an Additional Security Measure”, was adopted by the Body, through the sponsorship of Councilor Luna Maria Dominique S. With Vice Mayor J. Melchor B. Quitain Jr. as the Presiding Officer, the 20th City Council passed Resolution No. 00138-22, Series of 2022, and its corresponding Ordinance on Second Reading, entitled “Enacting an Ordinance Granting Legislative Authority to Supplemental Budget No. 3 of the City Government of Davao for Calendar Year 2022, consisting of the General Fund, the Development Fund, and the Economic Enterprise, in the Total Amount of Six Hundred Twenty Million, Eight Hundred Forty-Three Thousand, Sixty-Three Pesos and 04/100 (Php 620,843,063.04) .

Meanwhile, Resolution No. 00139-22, Series of 2022, entitled “Encouraging Government Employees in Davao City, as Well as Employees of the National Offices in Davao City to Wear an Indigenous People (IP) – Inspired Attire or Accessory in Line with the Celebration of the 37th Kadayawan sa Dabaw,” was adopted under Suspended Rules.

Resolution Nos. 00140-22 to 00148-22, all Series of 2022, were also adopted by the Body supporting the request of Superintendent Reynaldo M. Guillena of the Division of City Schools for the renaming of certain schools in compliance with DepEd Order No. 40, Series of 2014.

Further, the Body likewise passed Resolution No. 00149-22, Series of 2022 under Suspended Rules, Conveying Davao City’s gratitude to President Ferdinand “Bongbong” R. Marcos, Jr. in highlighting the Nation’s intention to fully implement the High Priority Bus System Project of Davao City and Requesting the allocation of funds therefor in the 2023 National Budget and thereafter.

Upon sponsorship of Councilor Conrado C. Baluran, a resolution requesting the Department of Transportation (DoTr) XI, the Land Transportation Franchising Regulatory Board (LTFRB XI), the Local Executive Department and other offices concerned to provide free ride, but not limited to, public teachers, health and essential workers, other government employees and authorized persons outside of residence assigned in far-flung areas of Marilog District, from the Socialized Transport System under a Service Contracting Program was passed through Resolution No. 00150-22, Series of 2022.

Lastly, by way of housekeeping, Resolution No. 00152-22, Series of 2022, was approved allowing the attendance of the Members of the Body through online videoconference, should they be experiencing flu-like symptoms, and requiring the same to notify the secretariat one hour prior to the conduct of the Regular or Special Session, pursuant to Section 39 of the Revised Rules of the Sangguniang Panlungsod.

Marohomsalic, passed and approved Resolution Nos. 027-22 to 092-22, all Series of 2022, declaring the Annual Budgets for Calendar Year 2022 and Supplemental Budgets No. 1 for Calendar Year 2022 of the Sangguniang Kabataan (SK) Councils of Davao City in compliance with Section 333 of the Local Government Code of 1991, under Suspended Rules, viz:

Resolution No. 093-22, Series of 2022, was likewise approved under Suspended Rules, expressing heartfelt condolences and sympathies to the bereaved family and the people of Japan on the demise of former Prime Minister Shinzo Abe-San, authored by Councilor Alberto T. Ungab.

Further, the Body approved Resolution Nos. 094-22 to 0106-22, all Series of 2022, declaring the following Annual Barangay Budgets for Calendar Year 2022 and Barangay Supplemental Budgets for Calendar Year 2022 in compliance with Section 333 of the Local Government Code of 1991. Upon the sponsorship of Councilor Diosdado Angelo Junior R. In view of the exigent matters needing the Body’s approval, Resolution No. 005-22, Series of 2022, concurring the appointment of Atty. Francis Mark H. Layog as City Legal Officer (City Government Department Head II) of the City Legal Office, was approved under Suspended Rules.

Further, the Body approved the Annual Budgets of the different barangays in the City of Davao, namely: Barangays Tagurano, Calinan Poblacion, Eden, Sirib, Ma-a, San Antonio, 38-D, 39-D, 35-D, Gumalang, 25-C, Dalagdag, 4-A, Dacudao, Paradise Embac and Sasa, through Resolution Nos. 007-22 to 023-22, all Series of 2022.

Lastly, Supplemental Budgets No. 1 of Barangays 30-C, 36-D, and Camansi were also approved through Resolution Nos. 024-22 to 026-22, all Series of 2022.

In the 23^rd Regular Session of the 19^th City Council held on June 21, 2022, Ordinance No. 0987-22, Series of 2022 was approved, entitled “An Ordinance Amending City Ordinance No. 0361-10, Series of 2010, otherwise known as the “Davao Ecological Solid Waste Management Ordinance”.

Also, the Body approved on Third and Final Reading, Ordinance No. 0988-22, Series of 2022, Prohibiting Land Contour Alterations, Reclamations and/or Earthfilling in Waterways, Detention Ponds, Retention Ponds, Lakes, Lagoons, Wetlands, and other Natural Ponding Areas in the City of Davao.

Further, Resolution No. 03562-22, Series of 2022 and its corresponding Ordinance was approved on Second Reading, Institutionalizing the Davao City Enhanced Comprehensive Local Integration Program (E-CLIP) for the Former Rebels (FR’s) and Former Violent Extremists (FVE’s) in Davao City and Other Pertinent Programs and Services as Provided by Half-Way House Kalinaw Village.

Resolution No. 03563-22, Series of 2022 and its Ordinance on Second Reading was likewise approved, institutionalizing the Iskolar ng Tribu Program seeking support from the City Government of Davao and other stakeholders, such as the Higher Education Institutions.
