During the 6th Regular Session held on February 8, 2022, the 19th City Council passed and approved on Third and Final Reading, Ordinance No. 0876-22, Series of 2022, granting the proposal of the City Pricing Committee under its Resolution No. 1, Series of 2017, on the recognition of qualified transferees as beneficiaries of the housing projects of the City under the Slum Improvement and Ressettlement and Urban Land Reform Program, imposing fees and charges, and pricing scheme; and Ordinance No. 0877-22, Series of 2022, granting the proposal of the City Pricing Committee under its Resolution No. 4, Series of 2018, for the pricing adjustment scheme of Mintal and Bo. Obrero Relocation Areas, as the most appropriate and responsive qualified beneficiaries.

Moreover, the Body approved on Second Reading, Resolution No. 03341-22, Series of 2022, granting the application of Davao Joyful Homes Realty Corporation for Preliminary Approval and Locational Clearance (PALC) of the proposed Residential Subdivision Project, The Prestige Phase 3, located in Barangay Indangan, Buhangin District, this City.

Resolution No. 03342-22, Series of 2022, was likewise adopted on Second Reading, granting the application of Cebu Landmasters, Inc., represented by Mr. Jose Franco B. Soberano, Director, Executive Vice President, and Chief Operating Officer, for Preliminary Approval and Locational Clearance (PALC) of its proposed residential subdivision project, CASA MIRA DAVAO, located in Barangay Magtuod, Talomo District, this City.

The Body, under Suspended Rules, approved Resolution No. 03343-22 with Ordinance No. 0878-22, both Series of 2022, authorizing the City Mayor to sign, for and in behalf of the City of Davao, the Deed of Donation to be executed by and between China Foundation for Poverty Alleviation and the City of Davao relative to the donation of Thirty (30) units of Medical Oxygen Generator in favor of the latter.

Finally, Resolution No. 03344-22 with Ordinance No. 0879-22, both Series of 2022, was likewise passed under Suspended Rules authorizing the City Mayor to enter into and sign, for and in behalf of the City of Davao, the Memorandum of Understanding to be entered into by and among the City of Davao and the various National Government Agencies and Academies relative to iStrike Davao Regional Inclusive Innovation Center (RIIC).

On February 2, 2022, the 19th City Council passed and approved on Third and Final Reading, Ordinance No. 0873-22, Series of 2022, creating the Peace 911- The Center for Peacebuilding as a division of the Office of the City Mayor, subject to all laws and existing legal rules and regulations.

As the requisite resolutions were already previously approved by the Body through Resolution Nos. 0250-19, Series of 2019 and Resolution No. 02854-18, Series of 2018, for the Slum Improvement and Resettlement and Urban Land Reform Program as well as for the Mintal and Bo. Obrero relocation areas, the Body approved the Ordinances for both Resolutions on Second Reading.

Resolution No. 03340-22 with Ordinance No. 0875-22, both Series of 2022, was approved under Suspended Rules authorizing the City Mayor to sign the Minutes of Meeting with Japan International Cooperation Agency (JICA), relative to the project “Improvement of Municipal Solid Waste Management System in the City of Davao”.

Finally, Resolution No. 03255-22, Series of 2022, was likewise adopted under Suspended Rules expressing gratitude to Fujian Provincial Government, Nanning City, and the China Foundation for Poverty Alleviation (CFPA) for donating medical preventive supplies on January 21, 2022.

During the 4th Regular Session held on January 25, 2022, Ordinance No. 0866-22, Series of 2022, entitled “An Ordinance Updating the Organizational Structure of the City Disaster Risk Reduction and Management Office (CDRRMO), Providing Funds Thereof, subject to all laws and existing legal rules and regulations, was approved on Third and Final Reading.

Likewise approved were Ordinance Nos. 0864-22 and 0865-22, both Series of 2022, relative to the grant of legislative authority to the City Mayor to enter into and sign the Memoranda of Agreement with the National Housing Authority for the construction of Community Police Action Building and Wet and Dry Market Buildings at Barangay Sto. Niño, Tugbok District, this City.

Moreover, the Body passed on Second Reading Resolution No. 03240-22, Series of 2022, creating the Peace 911- Peacebuilding Center under the Office of the City Mayor, and providing funds thereof, subject to all laws and existing legal rules and regulations.

During the Suspension of the Rules, Resolution No. 03246-22 with its corresponding Ordinance No. 0867-22, both Series of 2022, were approved entitled, “An Ordinance authorizing the City Mayor to enter into and sign the Memorandum of Agreement (MOA) with Smart Communications Inc., to install Smart WiFi services in the new Investment and Tourism Building located at J. Palma Gil Street, this City.

Pursuant to the City’s programs and projects to mitigate the COVID-19 pandemic, several legislative measures were passed, to wit:

“An Ordinance authorizing the City Mayor to enter into and sign, for and in behalf of the City of Davao, the Deed of Donation (DOD) to be executed by the City of Davao in favor of Davao Medical School Foundation relative to the donation of one (1) Mechanical Ventilator to the hospital”

Lastly, Resolution No. 03245-22, Series of 2022, was adopted under Suspended Rules commemorating the National Autism Consciousness Week in Davao City from January 24 to January 30, 2022.

With Councilor Edgar P. Ibuyan Jr. as the Temporary Presiding Officer, the 19th City Council passed and approved on Third and Final Reading Ordinance No. 0860-22, Series of 2022 entitled, “An Ordinance authorizing the City Mayor to sign, for and in behalf of the City of Davao, the Memorandum of Agreement to be entered into by and between the City of Davao and the Philippine Business for Social Progress (PBSP) Inc., relative to the program “Advancing Client-Centered Core and Expanding Sustainable Services for TB from January 1, 2021 to December 31, 2023”. Also approved on Third and Final Reading was Ordinance No. 0861-22, Series of 2022, adopting the Davao City Comprehensive Land Use Plan (CLUP) 2019-2028, amending City Ordinance No. 0546-13, Series of 2013.

 

Further, the Body passed on Second Reading, Resolution No. 03235-22, Series of 2022, updating the Organizational Structure of the City Disaster Risk Reduction and Management Office (CDRRMO), providing funds thereof, subject to all laws and existing legal rules and regulations.

 

Resolution Nos. 03232-22 and 03233-22, both Series of 2022, were likewise approved on Second Reading granting legislative authority to the City Mayor to enter into and sign the Memoranda of Agreement with the National Housing Authority relative to the construction of Community Police Action Building and Wet and Dry Market Buildings at Barangay Sto. During the 1st Regular Session held on January 4, 2022, Councilor Joseph P. Zozobrado III presented Item No. 1592 for Reconsideration of the Body, which was duly granted. After the presentation and discussion on the matter, Resolution No. 03215-22 pertinent to “Enacting an Ordinance granting the application of Davao City Water District (DWCD) for Reclassification and Change of Zone requirement from Industrial and Agri Non-Tillage to Waste Management Zone, for the Davao City Septage Management Program, was approved on Second Reading.

The 19th City Council likewise approved on Second Reading Resolution No. 03221-22, Series of 2022, providing for rape prevention and intervention mechanisms in protecting children against all forms of sexual abuse and exploitation.

Resolution No. 03222-22, Series of 2022, was also passed on Second Reading institutionalizing the Davao City Sustainable Livelihood and Entrepreneurship Program (DCSLEP).

Further, the resolution favorably endorsing to the Department of Public Works and Highways, Davao City Engineering Office, to allocate funds for the completion of Licanan-Maduao Road, for Calendar Year 2021 and for the allocation of Ten Million Pesos (Php 10,000,000.00) by the said office, for the concreting of Tambongon-Licanan Road of the same barangay, were approved through Resolution Nos. 03219-22 and 03220-22, all Series of 2022, respectively.

Lastly, the Body approved three separate Resolutions on Second Reading endorsing the applications for LGU accreditation of Bucana Womens Ambulant Vendors Association, Nonoy Librado Development Foundation, Inc., and Suporta Sa Pasyente at Manggagamot ng Cancer Inc. through Resolution Nos. 03216-22, 03217-22 and 03218-22, all Series of 2022.

THE NEW MEMBERS OF THE 19TH CITY COUNCIL

COUNCILOR RODOLFO M. MANDE

           In his maiden privilege speech rendered during the Regular Session held on January 11, 2022, Councilor Rodolfo M. Mande, expressed his gratitude and attributed the opportunity to their Manama, the Almighty God, for giving him the challenge to be in the august halls of the Sanggunian. 

          Positing that there is a lot that need to be done in government, Councilor Mande elucidated that it is their sacred challenge to make sure that within the next three (3) years, the will of the people will be advocated. Citing education, protection of ancestral domain as well as the preservation of their culture and tradition as his main advocacy, Councilor Mande informed his colleagues that to restore the dignity and honor of his fellow tribesmen, his organization, together with the private sector, have already made their small contribution in sponsoring the “Iskolar ng Tribu”.

As the duly elected Indigenous Peoples Mandatory Representative (IPMR) to the Sanggunian, Councilor Mande emphasized that he will bring their lifelong crusade to the City Council.

COUNCILOR LUNA MARIA DOMINIQUE S. ACOSTA

          In view of the resignation of her mother, former Councilor Maria Belen S. Acosta, who was appointed as the Chairperson of the Mindanao Development Authority (MinDA) on January 7, 2022, Councilor Luna Maria Dominique S. Acosta took her Oath of Office to serve the unexpired term of her mother as City Councilor of the First District of Davao. She assumed her post on March 8, 2022, which coincides with the celebration of the International Women’s Day.

          In her privilege speech, Councilor Acosta shared that she was exposed to strong women leaders at a young age, whose influence made a great impact to her. Alluding to her mother, former City Councilor Maria Belen S. Acosta, who taught her to take a stand for what she believes in and speak up for what is right, the lady Councilor averred that as she begins her time as the newest Member of the City Council, she is confident that her experiences and advocacies would serve as her guide to do what is best for the City.

Councilor Luna Maria Dominique S. Acosta was also nominated and elected as the new Chairperson of the Committees on Peace and Public Safety and Special Publication during the 11th Regular Session held on March 15, 2022.

Finally, Resolution No. 03402-22, Series of 2022, was also adopted under Suspended Rules interposing no objection to the limited Face-To-Face Classes of 35 Public Schools in Davao City.
